Company History: The CQPA was established in 2001 by Arkansas Shortline Railroads Inc. (a small shortline holding company) to take over the former Youngstown & Southern route between Youngstown and Darlington, Ohio. The previous owner, Railroad Ventures Inc. had bought the line professing intentions to operate it, while ceasing maintenance, secretly agreeing to sell the rail for scrap, and paving over grade crossings. When the Surface Transportation Board got wind of what they were doing, they ordered RVI to sell the line and restore the damage they had done. CQPA took over operation with a single customer to serve. They worked their way up to 9 customers when the parent company Arkansas Shortline Railroads, who had over extended themselves, declared bankruptcy in 2004. The Ohio & Pennsylvania Railroad stepped in to handle operations temporarily. In 2006, the line’s largest customer formed Eastern States Railroad to lease the line and hired the Indiana Box Car Corporation shortline group to operate it. They formed the Youngstown & Southeastern Railroad to run it.
